At a mass rally in Titograd in late 1988, Momir Bulatović announced:
“All our demands have been fulfilled — the people have won,” calling on the crowd to celebrate what he described as a “great victory.”
And if anyone knows how to celebrate, it is certainly the people of Montenegro.
The euphoria of the crowd, street celebrations, and the symbolism of raised hands and flags marked one of the key moments of the so-called anti-bureaucratic revolution in Montenegro. The rally in Titograd represented a turning point in the political changes that followed.
Several months later, at the Tenth (extraordinary) Congress of the League of Communists of Montenegro, a new party leadership was elected, headed by Momir Bulatović, with Milo Đukanović as party secretary. This marked the formal beginning of a new political phase in Montenegro’s history, with consequences that would soon extend far beyond its borders.
